In recent years, China’s power industry has closely followed the trend of smart grid development in developed countries in Europe and America, focused on technological innovation, carried out research and practices at the same time, and conducted considerable fruitful research and exploration in the development mode, concept and basic theories of smart grid, its technological system and smart equipment, among others. The State Grid Corporation of China (SGCC) announced the development strategy of “Strong & Smart Grid” at the International Conference of UHV Transmission Technology held in Beijing in May 2009. SGCC kicked off a series of work in smart grid planning, standards system research and formulation, construction of research and testing centers, major specific research and pilot projects in August 2009.

Premier Wen Jiabao stressed in the Report of the Work of the Government at the sessions of National People’s Congress and Chinese People’s Political Consultative Conference in March 2010 that, “We will work hard to develop low-carbon technologies; promote application of highly efficient, energy-conserving technologies; develop new and renewable energies; and intensify development of smart power grids.” This is a mark that building smart grids has become a fundamental development strategy in China.
